00 Annually CLASS DESCRIPTION This position is part of Baltimore City's COVID-19 employment recovery strategy, which is funded through the American Rescue Plan Act.
The Mayor's Office of Employment Development (MOED) is working with public and private partners to provide occupational training, apprenticeships, subsidized work, supportive services, transportation assistance, and small business subsidies to city residents and small businesses negatively impacted by the coronavirus pandemic.
We will prioritize unemployed and underemployed residents and particularly our most disadvantaged jobseekers, including returning citizens, opportunity youth, and public assistance recipients.
These programs will increase access to opportunity, promote local job growth, support low-income households, benefit historically underinvested neighborhoods, and create wealth in communities of color.
They will also help the city become cleaner, safer, and more welcoming.
A Mobile Career Navigator's (MCN) job responsibility is to travel to other community-based organizations and events, representing the agency by offering onsite workforce services to residents.
The MCN will establish partnerships with organizations and other stakeholders to host the services.
The MCN will provide a variety of supportive employment services designed to enhance participants' employability at various locations in Baltimore City.
Services include combinations of the following activities:
case management, counseling, and assessment, employability development planning, motivational and world of work workshops, job development and placement.
The MCN will have access to a city-owned vehicle to provide these services.
ESSENTIAL FUNCTIONS Establish collaborative partnerships while promoting the services and resources of MOED with external audiences.
Develop and conduct workshop sessions that seek to accomplish one or more of the following objectives:
1) Provide instruction in job seeking, job retention, and all related aspects of the world of work, 2) Motivate interest; 3) Build self-esteem; and 4) Foster positive attitudes.
Recruit and screen enrollees for eligibility based on legislative funding and make appropriate referral and placement in training opportunities and/or jobs.
Assesses customers' employment needs, skills, and abilities.
Assist customers in developing an employment plan and modifying the plan as circumstances warrant.
Achieve program performance goals regarding enrollment, retention, completion, and placement in jobs, colleges or further training.
Administer and interpret the scores of various evaluations instruments.
Identify support services needed and makes referrals as appropriate.
Assesses customers' adjustment and progress toward attainment of program objectives on worksites, in workshops and educational components.
Provide customer follow-up services and provide support services as needed.
Track and document customer progress through the system and intervene as necessary.
Perform other duties as required.
EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION:
Have graduated from an accredited high school or possession of a GED certificate.
AND
Experience:
Have five years of experience in performing human service work, including three years working with community organizations.
LICENSES, CERTIFICATIONS, AND REGISTRATIONS:
A valid Maryland Class A or B Commercial license as acceptable to the Office of Risk Management.
One year of driving experience without any violations.
Must possess a valid driver's license with no more than three points on record.
A copy of a driving record that is no more than three days old at time of interview.
KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of the goals, objectives, procedures, and practices involved in employment, testing, interviewing, workshop development and counseling.
Knowledge of the demographics of the client population.
Knowledge of labor market needs and employment practices.
Knowledge of personal computer with word processing, spreadsheet, and database applications.
Knowledge of tools used to assess customers' employment needs and ability to use such tools effectively.
Knowledge of community resources related to employment and barrier removal.
Knowledge of and ability to explain agency programs and services.
Ability to identify and relate employer needs to programs and customers.
Ability to interpret, apply and explain laws, regulations and policies governing agency programs.
Ability to communicate effectively both orally and in writing and to analyze written reports and materials.
Ability to establish and maintain effective working relationships with customers, partners, businesses, associates, and the general public.
Ability to drive an automotive vehicle in a safe and courteous manner.
Ability to satisfactorily complete certification courses as Baltimore City vehicle operator.
NOTE:
Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
